All you will need is a sequined fabric for the top and similar colored shirt, tulle and ribbons, a different colored (preferably in green shades) sequined or plan fabric for the skirt with similar colored tulle, ribbons and netting, plain white headband, and 5 plastic shells in green color. Start by attaching the plastic shells to the front of the white headband using glue. Next attach the sequined fabric to the front top part of the shirt leaving 3 inches extra on all sides. This will act like flaps or fins when it hangs loose on the shirt.
On the sequined fabric’s middle potion wrap the tulle so that the fabric is broken into two parts giving the illusion of a bra. Cover the tulle with the ribbon and sew it in place. Now take the fabric meant for the skirt and attach it on the downside of the shirt. The length of the fabric should cover the potion between mid torso and mid calf.
